Logan A. Ortiz, PE, is President and CEO of LLEAD Services, LLC, and DALCON Infrastructure, LLC. He began in civil engineering design, then moved into project management, eventually serving as a director at a large minority-owned general contractor. He brings more than 15 years of civil engineering and construction experience across rail, transportation, infrastructure, and land development. His work includes grading, drainage, permitting, project management, and construction oversight. Through LLEAD Services, he and his brother provide engineering and management support across multiple market sectors, from feasibility studies through final site walks. Ortiz holds bachelor’s and master’s degrees in civil engineering from Kansas State University.
Jeremy Bell
Dirt Rocks, LLC
Jeremy Bell brings more than two decades of experience in logistics, supply-chain distribution, and infrastructure to NDTA’s Board of Advisors. He is CEO of Dirt Rocks, an aggregate supplier and logistics company serving heavy civil construction contractors. Before becoming CEO, he served as president, strengthening operations, expanding industry partnerships, and broadening the company’s supply and logistics capabilities. His background includes aggregate supply, material sourcing, and transportation coordination for commercial, industrial, and infrastructure projects. At NDTA, he serves in the Materials and Logistics seat, bringing a supplier and contractor perspective to the association’s work supporting hauling businesses. Bell graduated cum laude from Florida State University.
Brian Jones

Brian Jones brings more than 20 years of general contracting experience to NDTA’s Board of Advisors. He worked on commercial and residential construction projects, including more than $500 million in commercial construction. He later co-founded Dauber, a technology company built to help coordinate dump-truck hauling. Dauber combined truck-location data with dispatch software to support load coordination, routing, and billing. NewMile later brought Dauber into its business and made it the foundation of its aggregate-delivery platform. Brian supported the transition of Dauber customers to NewMile before leaving his official role there. He attended Texas A&M University.
